Safe road infrastructure is a vital component of the Global Plan of Action outlined in the Decade of Action for Road Safety 2021-2030, which aims to cut road fatalities by at least 50% by the decade’s end. Developed by the WHO and UN Regional Commissions, in collaboration with partners in the United Nations Road Safety Collaboration, this plan is anchored in the Safe System Approach, serving as a roadmap to achieve the initiative’s ambitious goals. A key element of this approach is multimodal transport and land use planning, which promotes safer mobility for road users through designs that are both self-explanatory and forgiving. These designs not only foster safe road user behavior but also reduce the impact of crashes. Equally critical is the enforcement of traffic laws and regulations, which reinforces safe infrastructure by deterring unsafe behaviors and ensuring adherence to safety standards. Together, effective infrastructure and stringent enforcement form a comprehensive strategy to significantly reduce road traffic injuries and fatalities. 

Rajeev Chowk is the Biggest and the Busiest intersection of Gurugram. It is situated at the NH-48 and surrounded by important government offices, including the Mini Secretariat and Police Head Quarter. Besides, there are many residential and industrial establishments around this intersection. Given the current design of the intersection, it is not able to cope-up with the heavy and mixed traffic flow.

The problems identified at this intersection were; multi-lane traffic movement, messy parking of vehicles due to non-availability of the designated parking area, diagonal approach from Sohna towards Mini Secretariat, lack of pedestrian facilities, absence of Traffic Lights, and confusion among the road users due to its two-sided diagonal approach and confusing U-Turns, etc.

Rajeev Chowk, a ‘Road Accident Black Spot’, experienced 41 accidents, 13 deaths, and 25 injuries between 2019-2021 due to factors like multi-lane traffic, parking issues, diagonal approach, lack of pedestrian facilities, absence of traffic lights, confusion among road users, and confusing U-Turns.

  • A ‘Safe Design’ prepared by TRAX was approved by the District Administration basis which a 3-day trial run was conducted in March 2021, which was extended to 30 days with traffic police.
  • The trial involved reducing multi-lanes to 3-4 lanes, installing cones, bollards, and crash barriers, and constantly reviewing traffic movement. Traffic lights were also installed.
  • The trial run had been successful, and the concerned civic agency is now tasked with converting the design into a permanent structure.
  • As per iRAD data road crash have been reduced at intersection.
